Bill focuses his legal practice on business, corporate, and government law. He advises clients on an array of business organization and transactional matters, commercial and public finance, real estate development and navigating government regulations.
Prior to joining the firm, Bill served as Legislative Director and Counsel in the Washington, D.C. office of United States Representative David N. Cicilline (RI-01). As a senior advisor to the Congressman, Bill provided counsel on economic, domestic and foreign policy matters, developed legislative initiatives and strategies, cultivated relationships with community, business, public and other stakeholders, and managed the legislative team.
During his tenure, Bill directly managed the Congressman’s work on multiple House Committees (Judiciary, Budget, Foreign Affairs), as well as on a diverse array of policy matters including appropriations, tax, financial services, housing, regulatory reform, commercial and antitrust law, labor, and healthcare, among others.
Bill is experienced in government relations. He has also served as campaign manager, advisor, and other roles for candidates seeking election to public office at the local, state, and federal levels, as well as on statewide bond referendum. Bill has also worked in finance at a global investment bank conducting complex financial derivative transactions, and with local businesses conducting financial analysis and corporate benefits planning.
Born and raised in Warwick, Rhode Island, Bill graduated from Bishop Hendricken High School, where he was captain of a state championship winning golf team. He earned a Bachelor of Science in Business Management from Boston College, where he was a Division-1 NCAA athlete playing golf, a Juris Doctor from California Western School of Law, and a Master of Business Administration from the University of Rhode Island.
